O numero de Outubro de 2004 da HBR tem um daqueles artigos que vai fazer história, como muitos da HBR já fizeram.
Este é sobre a “Iminente Crise de Criatividade Americana” provocada pela construção da “Fortaleza América”. Esta “Fortaleza América é o meu termo para as medidas que G W Bush tem tomado para tentar manter os “terroristas” do lado de fora do seu hemisfério.
O subtítulo é sugestivo: “The United States built the world’s most powerful economy by producing and attracting human capital. Is America throwing that advantage away?”
O autor (Richard Florida) propõe que “America’s growth miracle turns on one key factor: its openness to new ideas, which has allowed it to mobilize and harness the creative energies of its people.”
O grito de alerta tem ainda mais emergência porque : “wherever creativity goes-and, by extension, wherever talent goes-innovation and economic growth are sure to follow. “, e se países como a finlândia, a austrália, a nova zelândia ou a europa conseguirem atrair apenas 1% da classe criativa da América, esta estará perdida. Esta “creative class” é composta por “At its core are the scientists, engineers, architects, designers, educators, artists, musicians, and entertainers, whose economic function is to create new ideas, new technology, or new content.”
Guess what! O sangue e os neurónios que fizeram a América o que ela é estão a ser mantidos, literalmente, à distância! Segundo este artigo, aquelas pessoas que achavam que a América era a terra da oportunidade e em que poderiam realizar todo o seu potencial estão a descobrir que a América é a terra em que são permanentemente incomodados pelas medidas antiterroristas em vigor, e isto quando os deixam entrar.
Mais uma vez um dos alertas mais importantes de Robert Heinlein está a ser esquecido: As leis da física que colocam um homem na Lua ou em Marte (funcionam tanto para Americanos como para Europeus (Japoneses e Chineses). As leis da Dinâmica de Newton podem ser expressas em Mandarim com a mesma facilidade com que em Inglês. Não é preciso um diploma do Tio Sam para compreender que f=ma.
A América devia ainda ter fresco na memória o caso do cientista de foguetes que depois de muito sofrer por ser de ascendência chinesa se retirou para a terra natal dos seus antepassados onde fundou o programa espacial e de mísseis de longo alcance da China.
Mesmo depois do 11 de Setembro encarei a hipótese de emigrar para a América. Hoje em dia, com a reeleição de GW Bush, já acho que a América não precisa de mim. Se é a América rural que nem sabe onde fica o pólo norte que tem a força política necessária e suficiente para eleger o Comandante-chefe… então não vou! Raios! Alguns daqueles estados têm problemas sérios com o ensino de Darwin nas escolas públicas! Alguns tentaram legislar que PI=3 porque é o que a bíblia diz.
Provavelmente o mesmo é sentido por outros: “More recently, a March 2004 report by the Council of Graduate Schools found that international student applications for fall 2004 admission had dropped sharply at 90% of the graduate schools responding to its survey. The total decline was 32%. Applications fell off most from the countries that have traditionally sent the most students: More than half of all foreign-born graduate students hailed from Asia, including 14% from India and 10% from China. The figures show that the number of Chinese students applying to U.S. graduate schools declined by 76%, and the number of Indian students was 58% lower than it was the previous year.”
Mais à frente: “For the first time in its history, then, the United States is confronting the possibility of a reverse brain drain. And students are just the tip of the iceberg. The evidence suggests that the country may be losing out on the talents of a host of foreign scientists, engineers, inventors, and other professionals.”
Para terminar: “The role of the United States in generating creativity and human capital is a concern not only for U.S. businesses and policy makers but for all nations. American universities and corporations have long been the educators and innovators for the world. If this engine stalls-or if political decisions about immigration, visas, and scientific research put sugar in its gas tank-the whole world will have to live with the repercussions.”
No entanto apenas acho que o que se tem a dizer é :”Bem Feito!”
